NTUC U FSE Relief Scheme 

​​U FSE RS Banner- Extended.pngThe NTUC U FSE Relief Scheme for Freelance Combi Bus, Limousine and Delivery Drivers & Riders aims to help the group of drivers and riders who do not qualify for the COVID-19 Driver Relief Fund (CDRF) and require additional assistance due to one of the following situations:

(i) Combi bus (maximum 13-seater) and limousine drivers: negative impact on trade income as a result of the COVID-19 pandemic.

(ii) Delivery drivers and riders who use petrol or petrol-hybrid vehicles: negative impact of petrol duty rate increase.

The scheme is only available for combi-bus-and-limousine-driver-members of the National Private Hire Vehicles Association (NPHVA) and delivery-driver-and-rider-members of the National Delivery Champions Association (NDCA).​

I. ARE YOU ELIGIBLE?

You are eligible if you meet the following criteria:

Freelance combi bus (maximum 13-seater), or limousine driver Delivery Rider using Motorcycle​ Delivery Driver using Petrol/Hybrid Vehicle
You are in this trade on or before 31 March 2021 You are in this trade before 07 June 2021
You are not a recipient of the COVID-19 Driver Relief Fund (CDRF)
You are a paid-up member of NPHVA and hold a valid vocational license. You are a paid-up member of NDCA, using a petrol-based vehicle, and are active in the delivery trade

II. WHAT WILL YOU RECEIVE IF YOUR APPLICATION IS APPROVED?

Applicants will be informed of the outcome of his/her application via SMS to the provided mobile number in about 4 to 6 weeks, upon submission of all required supporting documents.

Eligible applicants can opt for:

  1. Cash Disbursement via GIRO
    1. Payment will be made to the successful applicant 2 weeks after the SMS notification on the application approval.
    2. The applicant is to provide his/ her bank details at the point of application.
  2. Cheque Payment
    1. The cheque will be ready for collection around 4 weeks after the SMS notification on the application approval.
    2. Cheque collection details will be sent to the provided email address of the successful applicant. The cheque must be collected in person by the applicant at NTUC Centre, One Marina Boulevard.

III. WHAT SUPPORTING DOCUMENTS do you need TO APPLY?

Combi Bus Driver or Limousine Driver

1.     Proof of valid vocational licence

  • Either PDVL, TDVL or BDVL   

2.     Proof of self-employed income

  • Notice of Assessment (NOA)/2021 that reflects trade income.
  • CPF Contribution History for the past 6 months. 

3.     Proof of vehicle type:  

  • Hire-purchase agreement (to include ACRA record showing that the purchase is made by the business registered in your name) or 
  • Vehicle rental agreement.  
Delivery Rider using Motorcycle

1.     Proof of self-employed income

  • Notice of Assessment 2021 that reflects trade income; or
  • CPF Contribution History for past 6 months.

2.     Proof of Activity in the Delivery Trade
Weekly income statements/invoices/receipts from platform or platforms showing: 

  • Completion of at least 150 deliveries within 2 consecutive weeks between 1 Jan 2021 to 20 Jun 2021) or;
  • Gross earnings of more than $1,500 within 2 consecutive weeks between 1 Jan 2021 to 20 Jun 2021.

 
3.     Proof of vehicle type

  • Screenshot of platform app or apps showing your name and mode of transport; or 
  • Rental contract of vehicle/motorcycle used between 1 Jan to 20 June 2021; or
  • Hire-purchase agreement (to include ACRA record showing the purchase is made by the business registered in your name).
​Delivery Drivers Using Petrol/Hybrid Vehicles

1.     Proof of self-employed income

  • Notice of Assessment 2021 that reflects trade income; or
  • CPF Contribution History for the past 6 months.

2.     Proof of Activity in Delivery Trade
Weekly income statements/invoices/receipts from platform or platforms showing: 

  • Completion of at least 150 deliveries within 2 consecutive weeks that fall between 1 Jan 2021 to 20 Jun 2021; or
  • Gross earnings of more than $1,500 within 2 consecutive weeks  between 1 Jan 2021 to 20 Jun 2021.

 
3.     Proof of vehicle type:  

  • Screenshot of platform app or apps showing your name and mode of transport; or 
  • Rental contract of vehicle/ motorcycle used between 1 Jan 2021 and 20 Jun 2021; or
  • Hire-purchase agreement (to include ACRA record showing the purchase is made by the business registered in your name).

IV. HOW DO YOU APPLY?

Online applications will be accepted between 21 June 2021 to 25 July 2021. There are 2 ways to apply:

METHOD 1:

APPLY ONLINE

Ensure that you prepare the soft copies of the necessary documents. Standby your SingPass log-in details.

METHOD 2:

APPLY IN PERSON AT OUR POP-UP CENTRE (CENTRE WILL BE OPEN TILL 16 JULY 2021) IF YOU REQUIRE ASSISTANCE

Follow the 3 simple steps below:

STEP 1: MAKE AN APPOINTMENT

You are required to make an appointment before you visit the pop-up centre. Book your appointment at https://www.picktime.com/ufserelief.

STEP 2: PREPARE SUPPORTING DOCUMENTS

Get your SingPass and supporting documents ready (either hardcopies or softcopies). Refer to Part III above for details.

STEP 3: ON-SITE APPLICATION

Visit the centre on the allocated date/time and bring along your supporting documents and SingPass log-in details.​
